Utility Advisory Committee
The Utility Advisory Committee (UAC) was established in 1998 and adopted by the City Council in Ordiance 5786. The UAC is authorized to act as the principal policy advisory to the City Council, the City Manager's office, and the Public Works Department on utility matters. Eleven committee members are appointed by the City Council and serve three-year terms, ending March 31 of the last year of the term.
The City's four public utilities: Drinking Water, Wastewater, Storm and Surface Water and Solid Waste, play a critical role in enhancing liveability and environmental protection. Decisions made today about water and waste affect generations to come. For a general idea of the UAC's work, here is the 2010 Work Plan (pdf) which is approved by the City Council.
Roles and Responsibilities
In consultaion with City Public Works staff, UAC members make recommendations to the City Council regarding utility policy choices on issues such as establishing rates based on levels of service and revenues needed to support utility operations and infrastructure. In additon, the UAC provides citizen input on achiveing sustainability goals such as reaching zero waste and protecting ground and surface water (including Budd Inlet) while accommodating growth. Each utility has master plans that articulates its goals and operations consistent with state and federal regulations and the UAC provides input on these plans.
